This simple tutorial helps you better understand the use of the Marquee Tool (M):
Make an rectangular selection. Change your Rectangular Marquee Tool with the Elliptical Marquee Tool, press the Alt key and make an elliptical selection inside the rectangular selection like shown in the next image:
Fill in your selection with white.
Select your Marquee Tool and move your cursor inside the selection. Click and drag selection to the bottom right corner like in the following image:
Fill in, with black, the two section that are selected but not filled in with white, like in the next image:
And here is your result:
